Public comment period begins today for Sepulveda Transit Corridor environmental study; here are the six alternatives

Metro is Beginning of the environmental review Step for Spolveda Passage Corridor Project, Which will build a heavy rail or monorail line between the San Fernando Valley and the Westside. Phase two will eventually be built for LAX.

As part of the environmental review, the official public comment period will begin today, November 30, and last until February 11, 2022. Metro encourages the public to submit comments on the project during this period – including any thought about the six research alternatives (see below) and topics on Metro Consider during the environmental review.

Project planning so far has led to the examination of six alternatives. Here are the details of each of them along with a legend that explains the lines in each map:

Alternative 1: An automatic monorail that will be entirely aerial along Corridor 405 and the Metrolink Ventura County Line railroad tracks with electric bus transportation to UCLA.

South Terminal: Line E Expo / Spolvada Station.

North Terminal: Van Nuys Metrolink Station.

Frequency: Every two minutes during peak periods.

Train length / capacity: Two to eight carriages with 6 carriages expected during peak periods. Each car can carry up to 76 to 79 passengers

Route Notes: 15.3 miles along Corridor 405 and Metrolink’s Ventura County Route Routes.

Stations: Eight air stations – near the Exhibition / Spolvada station of line E, Santa Monica Boulevard, Wilshire Boulevard (transfer to the subway of line D), Getty Center, US-101, Spolvada station of line G, Sherman Wei and Metrolink van Noise station.

Connecting to UCLA: On Wilshire Blvd, an air station will be located on the west side of the 405, and an electric bus shuttle will provide a 1.4-mile route between Westwood / VA Station of Metro D and UCLA Gateway Plaza, with stopovers on Wilshire Blvd / Veteran Avenue and Westwood Blvd / Le Conte Ave. The ferry on the electric bus will operate as frequently as the monorail.

Maintenance and storage facilities: A maintenance and storage facility (MSF) for monorail vehicles will be located above the existing car park at the G Line Sepulveda metro station. Electric buses will be maintained at the existing UCLA BruinBus facility at Veteran north of Kinross Avenue.

Alternative 2: Automatic monorail with aerial alignment along Corridor 405 and Metrolink Ventura County Line railroad tracks with UCLA automatic people engine connection.

South Terminal: Line E Expo / Spolvada Station.

North Terminal: Van Nuys Metrolink Station.

Frequency: Every two minutes during peak periods.

Train length / capacity: two to eight carriages with six carriages during peak periods. Each car can carry up to 76 to 79 passengers.

Route: About 25.8 miles along Corridor 405 – and Metrolink Ventura County line.

Stations: Eight air stations on Exposition Blvd (Metro E Line), Santa Monica Blvd, Wilshire Blvd (D subway transfer), Getty Center, US-101, Metro G Line Sepulveda Station, Sherman Way and Van Nuys Metrolink Station.

Connection to UCLA: A pedestrian bridge will run from the monorail station on the south side of Wilshire to the Automatic Passenger Transport (APM) station on the north side of Wilshire. The APM will travel on a structure primarily along Giley Avenue to an air station near the western end of Bruin Walk on the UCLA campus. The people engine will run as often as the monorail.

Maintenance and storage facilities: The facility for monorail vehicles will be located above the existing car park at the G Line Sepulveda station. The facility for transporting people will be located on top of the existing UCLA BruinBus maintenance facility on the old boulevard north of Kinross Avenue.

Alternative 3: An automatic monorail with an aerial section along Corridor 405, an underground section between Wilshire and Getty Center, and then an entire aerial section along the 405 railway tracks and the Van Nuys Metrolink Line.

South Terminal: Line E Expo / Spolvada Station.

North Terminal: Van Nuys Metrolink Station.

Frequency: Every two minutes during peak periods.

Train length / capacity: will include two to eight carriages and is expected to consist of six carriages during peak periods, with each carriage having a capacity of 76 to 79 passengers.

Route: About 16.2 miles that will run along the 405 south of Wilshire, including a 3.3-mile underground section to serve UCLA, then back to an aerial structure along the 405 with an aerial section along the Metrolink Ventura County line routes.

Stations: Eight air stations at Exposition Blvd (Metro E Line), Santa Monica Blvd, Wilshire Blvd (Metro D Line), Getty Center, US-101, Sepulveda Station G Line, Sherman Way and Van Nuys Metrolink Station. A subway station will be at UCLA’s Gateway Plaza.

Connection to UCLA: An underground monorail station on campus.

Maintenance and storage facility: Located above the existing car park at the G Line Sepulveda metro station.

Alternative 4: Heavy rail with an underground section south of Ventura Avenue and air conditioning usually along Sepulveda Avenue in the San Fernando Valley.

South Terminal: Line E Expo / Spolvada Station

North Terminal: Van Nuys Metrolink Station

Length / capacity of the train: three carriages with each carriage carrying up to 170 people. The trains can be expanded to four carriages.

Frequency: 2.5 minutes during peak periods.

Route: about 14 miles. The line will be underground between line E and the portal south of Ventura Avenue in the San Fernando Valley. North of Ventura Avenue, the route will typically be located on an aerial structure above Sepulveda Avenue and the Metrolink Ventura County Line railroad tracks.

Stations: Four subway stations at Exposition Blvd (Metro E Line), Santa Monica Blvd, Wilshire Blvd (Metro D Line) and Gateway Plaza of UCLA, and four aerial stations at Ventura Blvd, at Sepulveda station of line G, at Serman Way and Van Nuys. Metrolink Station.

Connecting to UCLA: An underground train station will be on campus at Gateway Plaza.

Maintenance and storage facility: Located west of Woodman Avenue and south of the railroad tracks of the Metrolink Ventura County line.

Alternative 5: Heavy rail with an underground section along Sepulveda Avenue and an aerial section along the Metrolink Ventura County line in the San Fernando Valley.

South Terminal: Metro E Line Expo / Sepulveda Station

North Terminal: Van Nuys Metrolink Station

Train length / capacity: three carriages with each carriage having a capacity of 170 people. The trains can be expanded to four carriages.

Frequency: Planned frequencies of peak hours of 2.5 minutes.

Route: About 14 miles and similar to Alternative 4 except for the alignment along Sepulveda Avenue is also underground, and the only aerial section is along the Metrolink Ventura County Line.

Stations: Seven subway stations at Exposition Blvd (Metro E Line), Santa Monica Blvd, Wilshire Blvd (Metro D Line), UCLA’s Gateway Plaza, Ventura Blvd, Sepulveda Station of Line G and Serman Way. One air station will be at Van Nuys Metrolink station.

Connecting to UCLA: A subway station on campus at Gateway Plaza.

Maintenance and storage facility: Located west of Woodman Avenue and south of the railroad tracks of the Metrolink Ventura County line.

Alternative 6: A heavy train that will be entirely underground including along Van Noise Boulevard in the San Fernando Valley and with a southern terminus station on Bundy Drive near line E on the west side.

South End: E Line Expo / Bundy Station.

North Terminal: Van Nuys Metrolink Station.

Frequency: Planned frequencies of peak hours of four minutes.

Capacity / length of train: will include two, four or six carriages and is expected to consist of six carriages during peak periods, with each carriage having a capacity of 133 passengers.

Route: About 14.6 miles with the section on the Westside usually moving northeast between the E Line Expo / Bundy station and the UCLA campus. The San Fernando Valley section will follow Van Nuys Blvd.

Stations: Seven subway stations at Olympic Bl (Metro E Line), Santa Monica Blvd (West LA Civic Center), Wilshire Blvd (Metro D Line), UCLA’s Gateway Plaza, Ventura Blvd, Van Nuys Station G Line and Van Nuys Metrolink Station.

Connecting to UCLA: A subway station on campus at Gateway Plaza.

Maintenance / storage facility: Located east of Van Nuys Avenue and north of Van Nuys Metrolink station.

In March, the Metro Council awarded contracts to two teams that will carry out pre-development work (PDAs) on two different potential types of project transitions. LA SkyRail Express develops the proposed monorail alternatives 1 to 3 listed above while Sepulveda Transit Corridor Partners (STCP) develops alternatives 4 and 5.

Metro’s exceptional innovation department and other agency departments have developed the PDA approach that employs two companies to develop a number of transportation solutions for a complex and congested corridor. The PDA allows Metro to explore the possibility that the private sector will invest in the project and take responsibility for its success – while at the same time perhaps lowering its cost and helping to provide a better overall project.

The project is funded in part by Measure M, a transportation sales tax approved by 71 percent of LA County voters in 2016. Measure M’s funding plan includes $ 5.7 billion for the Valley-Westside segment and $ 3.8 billion for the Westside-LAX segment.

Metro’s funding plans include discounts on federal, state, and local revenues – including discretionary grants that Metro must ensure through a competitive process. The $ 1 trillion jobs and infrastructure investment law, signed by President Biden earlier this month, may provide funding for this project, as does the $ 2.2 trillion Build Back Better Bill approved by the House of Representatives in November and now before the U.S. Senate.
